Theories and Practices of Government Performance in Comparative Perspective
hosted by The Graduate School of Public Administration, Seoul National University BK21 Program (GSPA), and Korea Institute of Public Affairs (GSPA), Seoul, South Korea June 22-24, 2009
Numerous studies have been conducted on government performance. There are competing explanations of government performance among exogenous economic
and political shocks, social capital, intuitional capacity, and leadership. How do economic crises, globalization, and social capital influence government capacity or
performance? What are the most important impacts of global economic shock and e-governance on the function of government performance? Which policy tools are
more or less effective to mediate the function of government performance? These are fundamental and enduring questions for scholars in the field of public management.
The empirical literature on these questions is rich and diverse but we still need more rigorous theoretical frameworks and methodologies for clear causal mechanisms and solid measurements in government performance. Cross-national comparisons have become particularly useful to understand these research questions.
